CFC Appears to Have Dropped about 18%

​The 2013 Combined Federal Campaign (CFC) pledges appear to have dropped about 18% in comparison with pledge totals from the 2012 campaign. Our estimate is based on reports from 55 local administrative zones including 19 zones with pledges over $1 million.
If the 18% drop holds up across the country, the 2013 pledge total will be about $210-211 million.  The 2012 CFC pledge total published by the Office of Personnel Management was about $257 million.

The number of zones providing us 2013 pledge totals was one-third of the total across the country.  Their pledges, however, represent about 56% of the pledges made nationwide. These zones, often called “PCFOs” in CFC-speak, reported to us a total of about $118 million in 2013 pledges including “undesignated” pledges.  These same zones reported pledges of about $144 million in the 2012 campaign.

After the 2012 CFC concluded and prior to the start of the 2013 campaign, almost two dozen zones merged into neighboring zones.  The above year-over-year comparison reflects these mergers.

Our sample does not include several large zones. We have heard that some of these performed better than the national trend, so the final drop from 2012 to 2013 may not be as severe as our own figures show.

OPM is currently collecting definitive reports from local administrators.  These “1417” figures should be available soon.
