Summary

The State and University of Wisconsin Employees Combined Campaign, SECC, is the only authorized workplace giving campaign offered to Wisconsin state and public university employees. Annually SECC raises approximately $2.7 million for eligible charities.

Eligibility Requirements

Note: This is a summary of the eligibility requirements for admittance to SECC. Contact the campaign chair for a copy of the full regulations, Adm 30.05 and the 2010 application.

To gain access to SECC an organization must:

• Be recognized by the IRS as a 501(c)(3) organization
• Be part of a registered umbrella organization or federation. The regulations governing the campaign do not allow individual organizations to apply for participation in SECC. Six local umbrella organizations participate in the Partners in Giving campaign:
  • Access to Community Services
  • Community Health Charities of Wisconsin
  • Community Shares of Wisconsin
  • Hunger Relief Fund of Wisconsin (administered by Hunger Task Force, Inc.)
  • United Way of Dane County
  • Wisconsin Environmental Education Foundation

  Five national/international umbrellas also participate in the campaign:

  • America's Charities
  • EarthShare
  • Global Impact
  • Independent Charities of America
  • Neighbor To Nation
  
  
• File Form 990 with the Internal Revenue Service
• Commission a full-scale annual audit by an independent certified public accountant that is prepared using generally accepted auditing standards
• Conduct its fiscal operations in accordance with a detailed annual budget approved by the board
• Be registered to solicit funds in the State of Wisconsin Department of Regulation and Licensing. The form required can be found at: http://drl.wi.gov/prof_docs_list.asp?profid=85&locid=0. The fee is $15
• Have a policy and procedure of nondiscrimination
• Produce an annual report available to the public which describes programs and services, type of solicitation for contribution, names of chief personnel and financial information certified by an independent public accountant
