Summary
The Pennsylvania State Employee Combined Appeal, SECA, is the only authorized workplace giving campaign offered to Pennsylvania’s 105,000 state employees. Annually SECA raises approximately $3 million and benefits nearly 1,400 organizations.

Eligibility Requirements

To gain access to SECA an organization must:

  • Be recognized by the IRS as a 501(c)(3) organization
  • Be part of a registered umbrella organization or fund.
  • File form 990 with the Internal Revenue Service. Forms 990EZ and 990PF are not acceptable substitutes
  • Expend no more than 25 percent of its gross revenue on management and fundraising. If the organization’s overhead is above 25 percent, it must present a justification and plan to reduce expenses the next fiscal year
  • Have a financial statement audited by an independent CPA unless gross revenue is less than $100,000. If gross revenue is less than $100,000, financial statement must be reviewed by an independent CPA
  • Be governed by an active board which meets regularly and serves without compensation
  • Be registered to solicit funds with Pennsylvania through the Department of State, Bureau of Charitable Organizations. Fees range from $15-$250 depending on the size of the organization
  • Produce an annual report, made available to the public that describes the organization’s activities and identifies chief administrative staff. In lieu of an annual report, other documents such as copies of newsletters, minutes of annual meetings, brochures, and fact sheets will be accepted as long as they include the required information
  • Conduct fiscal operations in accordance with a detailed annual budget
  • Have a stated policy of non-discrimination
  • Have a board-approved Conflict of Interest Policy
  • Provide health, welfare, environmental or conservation services, benefits, activities or assistance to real people
  • Have raised a substantial amount of revenue from Pennsylvania citizens in each of the previous two years
