Summary

The New Jersey State Employees Charitable Campaign, ECC, is the only authorized workplace giving campaign offered to New Jersey’s nearly 190,000 state employees. Each year state employees raise approximately $2 million for nearly 1,500 qualified nonprofit organizations.

Eligibility Requirements

Note: This is a summary of the eligibility requirements for admittance to ECC. Contact the Campaign Manager for a copy of the full regulations and application.

  • To gain access to the ECC an organization must:
  • Be recognized by the IRS as a 501(c)(3) organization
  • File form 990 with the Internal Revenue Service
  • Have a financial statement audited by an independent certified accountant unless gross revenue is under $100,000. Organizations that raised less than $100,000 in gross revenue must have a certified financial statement signed by an authorized officer
  • Be registered to solicit funds with the New Jersey Division of Consumer Affairs Charitable Registration and Investigation Unit. Click on the following link for registration information. Fees range from $60-$250 depending on the size of the organization
  • Be governed by an independent board of directors, the majority of whom serve without compensation
  • Produce an annual report, made available to the public, that describes the organization’s activities and identifies board members and chief administrative personnel
  • Have raised at least $15,000 from citizens of New Jersey for each of the past two fiscal years. This total amount of funds should be verifiable from the organization’s IRS Form 990
  • Be in compliance with the US Patriot Act
  • Be engaged in health, welfare or human services in New Jersey defined in the ECC application as, “services provided directly or indirectly, meeting the human needs of health, welfare or care, including, but not limited to the relief of human suffering and poverty, public education and welfare, education, civil and human rights, and the environmental restoration and conservation.” International organizations are exempt from this requirement
