Summary
The North Carolina State Employees Combined Campaign (SECC) reaches over 250,000 state employees and retirees.  Annually, SECC raises approximately $4.5 million for more than 1,000 charities.

Eligibility Requirements
Note: This is a summary of the eligibility requirements for admittance to SECC.  Contact the Campaign Manager for a copy of the full regulations and application.

To gain access to the SECC an organization must:

  • Be recognized by the IRS as a 501(c)(3) organization
  • File form 990 with the Internal Revenue Service
  • Have a financial statement audited by an independent certified accountant unless gross revenue is under $300,000.  Organizations that raised less than $300,000 in gross revenue must have a certified financial statement signed by an authorized officer 
  • Expend no more than 25 percent of its gross revenue on management and fundraising.  If the organization’s overhead is above 25 percent, it must present a justification and plan to reduce expenses the next fiscal year
  • Be registered to solicit funds from the North Carolina Secretary of State Solicitation Licensing Branch.  This form can be found here. The fee for this filing is $200 for organizations whose total revenue is over $200,000 
  • Be incorporated or authorized to do business in North Carolina.  If the organization is incorporated elsewhere, it can be authorized to do business by obtaining a Certificate of Authorization & Existence from the Secretary of State’s Corporation division.  This form can be found here.  The fee is $125 
  • Be recognized by the North Carolina Department of Revenue Nonprofit Tax Division as Tax Exempt. 90-120 days after filing with the Secretary of State’s Corporation division the Department of Revenue will request information from the organization regarding the tax-exempt status.  Alternately, the organization can speed up the process by contacting the NC Department of Revenue at 919.754.2019 ext. 10094
  • Be governed by an independent board of directors, the majority of whom serve without compensation
  • Provide benefits and/or services to state employees or their families.  International organizations are exempt from providing local service.
  • Have a telephone number in the state or a toll free number that is used to respond to inquires from state employees.
