Summary
The State of Michigan Employees Combined Campaign, SECC, is the only authorized workplace giving campaign offered to state employees. Annually, the SECC raises approximately $1.5 million for eligible charities.
Eligibility Requirements

To gain access to the SECC an organization must:
- Be recognized by the IRS as a 501(c)(3) organization
- File Form 990 with the Internal Revenue Service
- Commission a full-scale audit by an independent certified public accountant that is prepared using generally accepted auditing standards
- Be registered to solicit funds in the state of Michigan through the Attorney General’s office. This form can be found here. There is no fee for this filing
- Have a stated policy of nondiscrimination
- Provide or support direct heal and welfare services to individuals or their families and which have a direct and substantial benefit to residents of or charities in the State of Michigan. Organizations that do a majority of their work overseas are exempt from this certification
- Be a member of a participating federation or United Way. The regulations governing the campaign do not allow individual organizations to apply for participation in the SECC. A list of the existing federations can be found at: http://www.misecc.org/who.htm.
- Affirm the SECC non-discrimination policy. The board of directors must affirm that it “provides equal membership/employment/service opportunities to all eligible persons without regard to race, religion, color, national origin, citizenship, age, sex, marital status, parental status, handicap, membership in any labor organization, political affiliation, and, for employment only, height, weight, and record of arrest without conviction.”
