Summary
The State of Illinois charitable campaign, SECA, is the only authorized
workplace giving campaign offered to Illinois state employees. Annually, state employees raise approximately $3 million for more than 1,800 qualified organizations.
Eligibility Requirements
Note: This is a summary of the eligibility requirements for
admittance to SECA. For
complete regulations and the current year's application contact the SECA Coordinator, or a qualified
federation.
To gain access to SECA an organization must:
- Be IRS-designated 501(c)(3) tax exempt
- Submit written designations from at least 4,000 state employees
and/or annuitants indicating that each employee or annuitant intends
to authorize withholding for a charitable donation to the organization. Special
Note: Illinois does not specifically require that an organization
be part of a federation for participation in the campaign, but
the SECA regulations make qualifying difficult for unaffiliated
organizations. Most organizations do not receive designations from
4,000 residents of Illinois. For this reason, most organizations
choose to participate as a part of a federation. If a federation
can meet this requirement, its members do not need to meet the
requirement individually. Contact the SECA Coordinator for the current list of participating federations.
- File form 990 with the Internal Revenue Service
- Commission a full-scale audit by an independent certified public
accountant that is prepared using generally accepted auditing standards
- Be registered to solicit funds in the state of Illinois Attorney
General’s Office. The form needed is AG990-IL.
- The fee is approximately $15
- Have existed at least two years prior to applying for the campaign
- Maintain a year-round office in the state of Illinois
