Summary

The Georgia State Charitable Contributions Program, SCCP, is a workplace giving campaign for state employees and employees of public universities.  Annually, SCCP raises approximately $2.5 million for 44 independent charities and 43 federations. 

Eligibility Requirements

Note: This is a summary of the eligibility Requirements for admittance to the SCCP.  The complete regulations can be obtained, upon request, from the Campaign Manager. Applications for the current year can be found on the website or by contacting the Campaign Manager.

To gains access to the SCCP an organization must:

  • Be recognized by the IRS as a 501c3 organization
  • File Form 990 with the Internal Revenue Service
  • Expend no more than 25 percent of its gross revenue on management and fundraising.  If the organization’s overhead is about 25 percent, it must present a justification and plan to reduce expenses in the next fiscal year
  • Commission a full-scale audit by an independent certified public accountant unless total revenue is under $500,000
  • Be incorporated or authorized to do business in the State of Georgia through the Secretary of State’s office. Registration information is available here.  Filing fee is $25.
  • Be tax exempt in the State of Georgia through the Department of Revenue
  • Actively conduct programs, services or other benefits with a local community or throughout the state.  Organizations that provide services overseas are exempt from this certification.
  • Have a stated policy of nondiscrimination.
