Summary

The Delaware Sate Employees Charitable Campaign, SECC, is the only authorized workplace fund-drive offered to Delaware State Employees.  Annually SECC raises approximately $600,000 for participating charities.

Eligibility Requirements

To gain access to SECC an organization must:

  • Be recognized by the IRS as a 501(c)(3) organization
  • File Form 990 with the Internal Revenue Service
  • Commission a full-scale audit by an independent CPA.  Organizations with an annual budget of less than $100,000 do not need to meet this requirement
  • Provide health and welfare services in the state of Delaware.  Organizations that do a majority of their work overseas are exempt from this requirement
  • Have an office or other staffed facility in Delaware that is open to the public for at least 15 hours per week
  • Have a state policy of nondiscrimination
  • Prepare an annual report for the general public that contains a full description of the organization’s mission, activities, achievements, and names of chief administrative personnel
  • Have an active board of directors that serves without compensation.
